Why is Kalista's Attack Move Click AS capped?

AMC is slower on Kalista than Right Click at around 1.7 AS, this is unlike other champions where you can use AMC to attack at full speed.

Why so?

No it's capped because if she could AA move every .4s almost no champ the game could kill her

No I'm talking with a certain command, you get the full benefit of the Attack Speed when using Right Click or A Click, but you don't when you Attack Move Click.
