Well, it is treated as a Melee Basic Attack.

Fiora's Q also procs both of thoses.. And bandit has a CD. It's only 10 gold (and waste of mana to keep harassing improperly) vs 20ish +another ~4. I rather proc bandit with an auto which is true damage, regular melee and possibly grasp+bandit.
