Match making issues?

My normals match making is friggin absurd. My last game my support dove into 2 full minion waves at level 3, then insulted and mocked me the rest of the game because I said at level 3 2 waves would probably do a few hundred damage. I got a hefty amount of toxicity from the jungle nocturne they duod with.

I op.gg them. The Leo is unranked, the nocturne is level 21. They don't understand even wave management.

Why am I being grouped with a disparity this friggin massive? My Leona doesn't understand basic mechanics and her duo partner isn't even level 30. Obviously we're going to get dumpstered when the other support is gold 3 and my support is practically a potato. It's kind of... not fun. The point of norms is to practice for queing ranked but when this is the situation that's not even possible.

Can the spread of mmr in normals be maybe narrowed a bit? I would rather wait longer for a game than get a game where this is what I land in. It's not fun to say 'I'm going to practice mid for ranked', que pops, you get ultra friggin fed because you check later and find out the guy you stomped isn't even level 30.
