Can wits end do true damage at max stacks?

Wits end is already a strong early items. I mean, it is very cost efficient since wits end is VERY cheap and you get mr sredding, attack speed, mr plus magical on hit damage early in the game. I think it would be way too strong if you add true damage =/

Wit's End is an item meant for tanks and champions who don't build crit chance. The damage is a nice bonus, but the real benefit is that it speeds up on-hit effects for champions like Braum, Thresh, Volibear, and Nautilus, to name a few, who wouldn't benefit so much from a crit chance item like Phantom Dancer or Statikk Shiv.
