It isn't just about some laners stacking them to much. it is also because they would be able to stack them with the new item 3174 . Doran's ring provides as much Mana regen as item 3114 at half the price.

You would be able to buy 3 or 4 item 1056 and get 75 - 100 AP from them, for 125 - 150 AP total l and a stupidly cheap price on midlaners. item 3107 's BaseManaRegen was lowered as well for what i can only assume is the same reason.

"You can now have MAX 2 Starting items in your inventory" seems reasonable to me. stack 3+ ring for cheese (gragas, Galio, Singed) it's unbalanced. Problem solved.
