So banner of command is still incredibly strong...
It’s still incredibly strong, and it’s incredibly difficult to defend a push with two banners if the enemy team is there as well.

Rather, it's too strong now. They need to nerf it or remove it if they can't balance it. If you get the full team to buy banner, you could basically push down a single lane and take a tower or two or even inhib without much trouble. Different story if they had some type of true damage to minions.

There’s only a handful of champions that can deal true damage to minions, and even they have a tough time taking them down.
I don’t understand what interesting gameplay element banner of command adds to the game. They should either revert the changes, or just outright remove banner of command.
And you can ban those champs as well. Only weakness I have noticed is that a banner'd minion is terrible against a big wave of minions, so they aren't a quick fix to stopping a big wave unless combined with zz'rot (if you need to be elsewhere and can't clear the wave).
I'm guessing they wanted to help champs that aren't strong at pushing or help the game flow faster or have a team oriented around controlling/macro minion waves. I didn't like the "magic damage immunity" it had although I heard they reducing damage reduction to 40%, it has been hotfixed, but I don't think it'll be used much then, which at that point, might as well remove it.
All I know is, if you make a team oriented around getting baron early and building banner of command, it's a pretty easy win if you're not really far behind. My friend and I won a few games right after getting baron and then promoting 2 cannon minions. Needless to say, tier 2, 3, inhib + both nexus towers got destroyed and by the time they killed the cannon minions, we were able to promote two more. Similar results across the games, only times we'd lose was our team performed really poorly. I wish we had done this before the item was hotfixed.

Yeah.
Well, on the bright side, the item is getting removed in 8.12
