Ashe buff at all?

Just noticed that Ashe hasn't really been doing well for several patches now, OP.GG lists her as averaging about a 48% winrate, with the only marksmen below her being Lucian, Cait, Corki, Jinx, Varus, and Jhin. But if you only look at bot laners Corki is removed, Lucian and Cait were nerfed into the dirty so they aren't really a factor. The only real champions she's above are Jhin, Varus, and Jinx but I only see Jhin since nobody plays the other two. I get damage is high but shouldn't a utility focused carry be doing better in a meta where everyone does damage? Is she in line for any kind of buffs? I know her kit is mostly old and she has no escape, but is it really that damning in the current meta?
