there's a better justification for that buff than comparing him to garen

Darius R reset is locked at rank 1 because it would make laning too oppressive. at level 11 though laning phase has ended, but Darius still can't make a full contribution to team fights unless he pops off hard. this makes it difficult to play around his strongest point in the game unless very fed

Basically this, I don't think Garen's passive buff is all that relevant here, but allowing Darius to reset Noxian Guillotine at level 11 would help the big guy out a lot
