Cause it seem like the balance team learn nothing from their mistake by giving free healing and burst in game like how they changed and Dark harvest with .

etc will abuse the new conquer for free damage,true damage and healing then they going to nerf this champions just broken item or runes,

it the same cycle over and over, i mean if you can't balance something just remove it like Banner stop punting strong items and runes in game then blame champions.

They should removed the true damage and make the healing based off pre-mitigation. Fights last longer, but it's still good vs tanks.

Dark harvest is meant for poke champions who do burst. Karthus is not 'an abuser' - hes simply a user.
What are you even talking about with guinsoos rageblade?
Only marksmen and old fervor champions will actually be able to utilize new conq. effectively. The rune will be THE marksman rune since unlike PTA it gives you AD, which is infinitely more effective than a measly 12% damage increase. Thinking "MAGES WILL BREAK IT" is wrong in the extreme; only spammtastic mages like Cass and Ryze, proper battle mages, will even be able to utilize it effectively.
