Revert the Marksman Update item changes.

That's where the core of the current lethality problem lies.

Every item change since then has had to bear in mind what marksmen are able to do with 4 items granting every possible desired offense stat (aside from penetration): 100% crit, 30% CDR (thank Riot that it's no longer 40%), Waveclear, and stronger dueling/kiting capability plus an open slot for a defense item.

So assassin items can't be too weak, otherwise the ADC's will out-burst the assassin once they have crit. But because assassin items grant AD and are much less expensive--with the intent of early roaming-- almost any champion who builds AD can buy them more efficiently than the alternatives. Which loops into actually becoming the problem a buff to assassin items sought to avoid. Along with that is the fact that it creates a strong anti-armor build long before any tanks can hit their items' power window-- while the many anti-AA armor passives become void and anti-penetration options don't exist.

The itemization isn't that much different... the lethality problem is because the nature of laning has changed to where you will be punished for being weak early game. This isn't s2 where you could farm for 20 minutes and the jungler wasn't a huge threat. Now the game can be snowballed hard through bot lane.

And, honestly, the itemization isn't as strong as it used to be in terms of raw stats. But mainly I think the meta is just making traditional adcs weaker and weaker. Varus and Jhin were already the two top meta marksmen before lethality was even buffed.

The items themselves are different. The way they moved around crit means that every other item in the game now has to be changed with the thought in mind that with 4 items an ADC can have 100% crit chance, along with strong waveclear and 30% CDR, and still room for a defensive item.

So the assassin items can't be too weak, or the ADC will just out-damage the assassin who's trying to reach them. Which, in turn, means that because those assassins are AD, the ADC's can just as easily build any items intended for assassins. There needs to be some third type of damage that specifically deals with squishy targets so that ADC's can just be more effective with it than their intended builds.
