Riot did give indications they felt she might be on the OP side once people did figure her out, so if they do eventually nerf her it's probably more to do with their initial hunch about the tuning now being backed up with data, and less to do with people crying.
Theres probably a bit of learning curve in playing against her people still need to adjust to, as people aren't necessarily tracking her Q's appropriately and overlook the range of her E over walls. To be fair though, the zoe players themselves are likely gonna get better too, but if it means they need to use tricksy angled Qs more often instead of max range straight line ones that'll probably feel better for opponents.
