Because one relies more on AA's than the other. Lucian also has the E cdr thingy.

At max rank with 40% cdr you need to auto 4 times to get it refreshed. Lucians dash and Kalistas don't work in the same fashion. Lucians dash is far better and he as a champion doesn't only rely on basic attacks and can rely on Q & R while Kalistas entire kit revolves around her basic attack + E.

His Q cast range is the same as his AA range, and you can't "rely" on his R for the purpose of being an ADC in teamfights.

No you misunderstood. Part of the reason as to why armor pen worked so good on him was because of his ult. And he wasn't ''half-decent'' he was the best adc for like 8 patches or so straight. And he continued to be one of the best until lethality came into place.
