Klepto on manaless champions?

It seems that for whatever reason Klepto on manaless champions replaces mana potions with gold sacks.

This is kind of crazy, because gold sack is worth like 5 times more on average.

The most obvious abuse case is Yasuo, but luckily Yasuo players are slow to pick up new things. Still, I think it should just give health pots or so.
