champs like fiora /olaf/vayne/velkoz ,round around 30% of their total dmg as true dmg ,while garen`s villanry is 10% of his total dmg per game

why such mechanic ,just for a small windows of opportunity with nerfs to everything else of kit

I don't agree with the way you presented your thread, but the idea is 100% true.

The Villain mechanic is a shitty cheese mechanic that acts as a crutch. It's a sloppy and toxic mechanic that desperately tries and fails to salvage a weak champion.
