Make Dragon's attack a Basic again

When the map change was first introduced, Pantheon was too strong because he could block dragon shots.

Now, with the introduction of Sated Devourer, it's far too easy for some champions to get massive power spikes because they can solo dragon early.

On a champion who doesn't have the type of kit that works well with Devourer, there's no reason he should be barred from doing something that other junglers get rewarded more from being able to do.

Edit: To the argument that "You could just ward the pit so those other junglers don't." You can do that against him, and it's even EASIER since he won't win the duel.

or you could, you know...ward dragon pit and get an easy kill on any jungler stupid enough to try an early solo without raptor buff...

And you could... you know... ward the fuckin' pit early so Panth doesn't get the level 2 solo? Goes both ways.

it really doesn't. you're comparing a statement against an entire pool of champions with the same statement against a single champion

There were videos of him doing it at level one when he could block shots

Yup, the good ol' days where once he gets level 2, he ran straight to dragon. It is so effective that each time there's an enemy Pantheon, I would just wait at dragon for the freest first blood because that's how predictable they end up becoming.

Most JG's are predictable...especially when they think they're going to get an easy gank...sure, you can attack all you want, but ima get that last hit as you chase my weakened self to turret and take a pounding as the rest of my team comes to finish you off :P
