Can we do something about Footwork?

Footwork is too damn good right now EVERY ADC takes this key stone and you know it's cool if its a good keystone but its too good every time I go to lane and I see my enemy laner not have Footwork 95% of the time it's a free lane because the sustain is insane. This is why I think aggressive laners like Caitlyn aren't good anymore because you can't slowly poke anyone down anymore they just heal it all back Press The Attack is good for all in but if the enemy adc has Footwork 95% of the time they are full HP when you go all in and you not so much. With footwork you can take bad trades and come out on top because the enemy adc does not have it I dont think thats how it should be. Lethal Tempo is a keystone purely for late game DPS its pretty buns early and that's fine but the odds of you getting yourself forced out of lane is pretty high because the enemy ADC has Footwork and always at full HP. I'm not here because I want to complain about how OP Footwork is I'm here because I want to use something OTHER than Footwork I want to take Press The Attack on Caitlyn I want to take Lethal Tempo on Kog Maw but if I do I can't really win any trades against the AD with Footwork. At the time of the trade you may think you won it but 20 seconds later they heal all the damage you've done and you're the one with lower HP.
