Why does Draven's ult cost more mana and have a much higher cooldown than Ezreal's?

Trueshot Barrage: 100 mana 80 cooldown at all points of the game 350, 500,+650 base damage + 100% bonus AD and 90% bonus AP

Whirling Death: 120 mana 110, 100, 90 cooldown 175, 275, 375 + 110% bonus AD.

I realize it can hit somebody twice, but most of the time people tend to just sidestep it because it's quite slow. It just feels unsatisfying compared to other global ults. Ashe's ult is some of the best initiation and peel in the game, jinx has an amazing execute. But Draven's just feels like a lot of unreliable damage.

I've heard if you nail the enemy team with both hits of it lategame, it can really chunk them, but I've never really felt like it has done any more than an Ezreal ult.

Really if anything, his and ezreal's ults are way too similar.

It doesnt matter if two skills are similar, what matters is the kit. You have to see the champion as a whole. An Ezreal could NEVER EVER even get close to Dravens insane DPS when he is fed.

That's true, but that doesn't mean it's not boring and uncreative.

Meanwhile, Draven can deal 1.8k damage with his axes to a squishy target.

What matters is the kit, not the champion.

Plus, it can hit twice, dealing 750 + 220% Bonus AD of he's duelling someone.

Meanwhile, Ezreal's deals 650 + 100% Bonus AD + 90% AP and has a smaller minimum damage than Draven's,

But let's be honest here, Draven's ult isn't even his R. I think his ult is his Q. They should change that skill description to

"Whatever AD you buy, we DOUBLE it!" -Not Jay Wilson

Draven's ult is usually used to execute a champion who's running away or across a map, but a lot of times Ezreal's ult is used just for face shotting the team before a fight. In addition to that, most of draven't damage comes form using the spinning axes and auto attacking whereas ezreal is a combination of casting and auto attacking with more on positioning as he can't shoot q through minions.

Kay, I admit defeat. I still think draven's ultimate could use a bit of flavour to give it something a bit more unique.
