Can we reduce ult cooldown cloud drag gives or remove ultimate hunter rune?

Now that cloud drag gives 10% cooldown reduction, you can get your ult back extremely fast on top of having ultimate hunter. Either the drag’s cooldown should be reduced to something like 5 or 3% or the ultimate hunter rune should be removed. That rune is not only the best rune in its branch but that branch has 4 runes in it so there wouldn’t need to be a replacement. It doesn’t feel fair that domination rune tree gets to have more runes than others.
