Why is Nunu so common in ARAM?

I see this guy (these guys? IDK) all the time, especially recently. Does Nunu have a higher % chance to be played or something? I get ARAM accounts, but if that is the case, seriously? Nunu? Or, do FOTW champions have a higher chance in general?

He is a 450 IP champion, so all non-ARAM accounts generally own him.
