That's why you massively buffed his AP ratios when he was balanced if played AP. You just wanted him to be broken either way so you had to just change his playstyle.

Kennen's build requiring lower ap utility items in order to function + a void staff and rabadons is 547 ability power
A Lux, Xerath, Syndra, (insert other mage here) Can easily go 
and get 634.5 AP.
Do you see now why he needs that extra ap scaling? He cannot afford to get remotely as much AP as other choices, and I even went for a lower AP defensive item on the mage ex and didn't include that kennen would likely want a banshees as well, putting him at 533 ability power, a full 100 AP below the other build.
