Yes, E is kind of hard telegraphed and if he uses it to engage he has no disengage (which is situational anyway as minions or enemy champs can block it), but the amount of damage he does plus all the damage reduction, taunts, knockups is way too strong.

He's melee. And I don't mean melee in the sense of Irelia, Sylas, or Akali being melee. You can bully him all you want, so long as you dodge his super delayed dash.
All his strong points have detriments. His taunt slows him despite him already having low mov speed, his knockup requires someone to get hit by his dash, his ulty has a delay and incredibly high CD, you'll never get hit by his passive unless he's atop of you, and his Q is also easy to dodge. There's just a lot a counterplay packed into him. His numbers are high to compensate for that unreliability.
Other champions who are also compensated for this unreliability would be Illaoi, Mordekaiser, and Lux. The trend with these champions is that they can do major damage if they ever catch or snare you, but are pretty useless if they don't. If you check out their stats, you'll notice that they only worsen the higher the elo. That's because most of everyone have little issue with sidestepping their actions.
He cannot even taunt-flash anymore... he can be interrupted while taunting.... Galio is a useless champion now (used to be one of my favorites) that only wins because players refuse to learn to exploit him.
He is incredible bad and has been stripped of everything that makes him a unique pick. He is a burst mage with an AP shield and some CC that is very hard to land if you position properly.
well, yes, in lane you can dodge most of his abilities. You cant dodge a flash taunt gank though which is pretty much a guaranteed kill.
Also, when he ults into a teamfight hes going to land everything he wants to without a question.
Also, other people also have CC which he can chain his CC onto.
Also, even in gold iv where i play everything is a spamfest and hes too easy to land everything with despite the conditions you mentioned.
And gold and below is 80% of the players.

Ever since he lost taunt flash, he pretty much just a rock. Hell, even lost his damage reduction on his r target.
