does Riven's dashes have any sort of cast time? and i would really love to know when this so called "few months ago" was since i doubt that it got hotfixed in the slightest or that Riven was even able to do what Tristana does in any capacity

I believe I rem what he was talking about. I rem there was a time where 
was able to use her E to block out and remove any CC if she timed it perfectly with the CC and I think it worked on almost everything, even knock up (Though I dont rem if it worked on suppression) but it allowed her to completely cancel out the CC and with how low the CD on her E gets to, it was pretty broken. As for the time, it was a bit longer than a few months ago though, but I think it did happen in Season 7 some time.
Though that case is different than what 
as they are still hit with the CC but just doesn't take effect until after their dash ends.
