QoL changes for Jinx.

Jinx has 2 of the worst abilities in the game in W and E. W locks you in animation, its a net dps loss from autos. Its useful as lane poke but its the most telegraphed ability in the game (maybe?) so... its just not great. E is hypothetically good but the time to set the traps is way too long to actually peel anything off of you 90% of the time.

I'd legit trade significant power off of Q to be able to cast W while moving or have E traps set faster.
