This item is quite overpowered right now, some champs rushing it and becoming 1st item power spike raid bosses (katarina, akali, shaco, etc...). I think it does require a nerf, and I think a good way to go about this is removing the 40% slow it has. I think the slow is unnecessary on an assassin and is just pushing them over the top at being able to catch up to people, instead of being a burst like it's supposed to be.

But also, PLEASE remove the 10% cdr on LC items. It's just pure bs.
Remove transcendence too( an excuse to not balance builds around 40% CDR because "HUR DUR YOU CAN TAKE TRANSCENDENCE 20% CDR ON EVERYTHING INTENDED)
And actually balance AD and AP champs around having to MAKE SACRIFICES to rush CDR.
Trinity doesn't need 20% CDR SoS sure AS HELL doesn't need 20% cdr. And leave ONE LC item at 20% (preferably tear since it's nature is consistent with spamming) so we have some fucking diversity between champions builds.
