For how low the CD can get and how powerful the ability is (a jacked up counter strike) i feel like it could use more CD at the very least (or less % damage reduction).
Like it even works against tower shots, i think its too much.

Actually, just look at it https://i.gyazo.com/12a3d9304c16dd910760de9745013d61.gif Only 94 magic damage from a rank 3 W (which does 165 + 50 from AP damage) seems kinda ridiculous lol.
