Why hasn't Riot changed Banshee's Veil into an active yet?

Ever since they gave BV its whopping nerf back in season 3 or 4, the item has just been lackluster and unwanted by many. You rarely see it in any games, and no matter how many times Riot buffs the item it will remain lackluster because of its absurdly long cooldown and ease of nullifying it. I feel like if Riot just changed the item into an active with the same 45s cooldown, reduced its stats and price it could become a favorable item for squishies (especially marksmen) who suffer against an assassin's and mage's 100 to 0 burst.

This would relieve the pressure and problem that a couple of champions present at the moment, where you have no means of protecting yourself against them. Some might say it'd be like the old Quicksilver Sash before its nerf, but with QSS you just pop it and whatever is debilitating you is gone. With BV as an active, you have a small time frame of counteracting the enemy. Fail, and the cooldown is ticking and you failed to negate the ability that may have killed you.
