The Rapidfire Cannon nerf / The Stattik Shiv buff ; Thoughts on the balance?

I have only recently begun playing ADC and have performed miserably ... but I am getting better... even before I decided to swap mains from Jungle/support to Jungle/ADC, I always liked Stattik Shiv better than the alternatives due to the high potential damage and instant gratification provided by a quick burst first-strike it gave.

After the Zeal-revolution where the items were completely rebalanced, Rapidfire Cannon became the "correct" choice and we've seen it have greater popularity in LCS/Plat+ ranked. However these changes will close the gap between a lot of power that currently stands between the two items being on the same level.

A lot of times, the AoE of Stattik was kind of underwhelming. Might have helped a bit with wave clear, but before rapidfire, the on hit magic damage was pretty nice and then Rapidfire came along, and was able to do the same job, except increase auto range and condense that damage onto one target, which compared to stattik, helps them focus down another target more easily, plus while gaining the safety of extra range. It was just all around better. However, with effort, and careful balancing I think there will actually be a clear solid line for reasons to buy one item over the other which is exactly how it should be.

I think shiv will be better than rapidfire cannon now, however I'm more interested in phantom dancer. The price reduction for phantom dancer was a pretty nice buff.
