Starting off with 17 base armour feels really bad.

It's to balance out the armour from her E passive.

You’ll only take E in matchups where you are likely to lose early levels.

She gets armor/mr from her E when she is holding her ball plus that ability gives her a shield when activated. It's a L2P issue, not a problem with the champ. She has some nuances to her kit that you have to take advantage of to be successful.
