But Brand does need some buffs to finally move from support to mid. Also whats wrong with wanting to sell skins? Its a free game, skins are their income

Well they are nerfing its early base damage. As for lower cd, rhats qol change. It will help him last hit under tower,similar to Annies q. But Brand is weak anyway, this buff will hardly help him much
