Maybe because he's garbage tier?
He's a late game champion. Do you also complain about Nasus having massive damage Q after farming all game? Do you think Veigar is unfair when you let him farm all game and have 1000AP+? If you think he's so unfair then buy him and play him. You'll see it isn't as easy as you think.
