I tried picking him up for preseason (this is before the changes hit live as i have PBE) but even if I manage to build mr against my AP mid and pressure them in lane i'd be extremely weak to the enemies physical dmg dealers and I max W second not E. Does he need some help?
The reason why armor and health scaling tanks are strong is because they benefit from defensive stats that negate the most consistent form of damage in game (which physical damage)

Your right, a big problem I have with him is his mana. (Didn't realise that until you mentioned it).

all have far less mana problems at any point in the game, and with the removal of mana pots it makes Galios laning phase that much harder.

Well galio's Q base and ap scaling are superb not to mention it is aoe CC damage with a very safe range and an almost spammable cooldown at max rank with some CDR so maybe thats why he has such high man costs, for example 
's E is the same thing and holds title for the highest mana costs of all of her basic abilities.
Still I really hope galio can be a good pick again.
