It is on some champions but those champions aren't getting nerf'd neither is devourer which leaves everybody just wanting anything nerf'd to balance out faceroll champions

yes it is

devourer is almost entirely the reason people hate rageblade because it doubles its on-hit; lane guinsoo's are relatively unimpressive with it unless it's kayle or kogmaw. sated users are way more broken using it

it made bork a problem, it's made titanic an issue, every on-hit except for wit's end gets stupid because of sated.

devourer is the root of the issue.

You realize realize that jax actually gets a little bit more AS from his passive now, right? It just takes him an extra AA or two to get it.
