Jokes aside i think about 40% AP scaling on his Q would be much appreciated by some old AP GP enthusiasts.
Inb4, yes the damage should count towards barrels, no lich bane should still not, and AD GP would still be the most viable choice.

look they did it for MF randomly, they rercently did it for shyvana, nocturne etc.. this shit is normal.
also, yes allowing lich to proc on barrels would deal slightly more dmg, until you basic attack or Q targets directly..
