Make Warlord's Bloodlust less about sustain and more about all-ins

The new Warlord's Bloodlust looks kinda neat but the math is making it look kinda weak and I guess that's because Riot doesn't really want to bring back the 'wet noodle fight' meta in bot lane with champions just sustaining through everything.

So instead of being constantly on and providing a low impact buff (estimated at 750 gold worth of stats in the dangerously optimal situation of 20% health vs. Fervor which can get up to something like 3000 gold worth of AD when you get to full stacks at max level) what if it were more like a temporary beast mode that triggers at something like 35% health that gives you a ridiculous amount of lifesteal (say, 50%?) for a period of time that could really turn a duel around if the enemy continues fighting for the duration (about 5 seconds?) and then goes on cooldown for a minute.

That seems like it would create more interesting duels among champions that want to all in.

We already have the all ins keystone. It's called Fervor of Battle.

Bot lane still feels like a wet noodle fight between adcs as they just recover everything back through masteries

Because Thunderlord's is intended for all ins. Warlord's is supposed to be for sustain and longer engagements.
