Pretty much dumpstered him if you knew what you were doing at all. Hell, even if you didn't know what you were doing, you could smack your face against the keyboard and get more then five spells off. I really don't see why this occurred beyond 'we want Ryze to suck until his next rework.'
The 6.3 changes hit Ryze quite hard. Ryze has been a real problem champion basically forever, with issues the most recent rework failed to address. That meant that in his state pre 6.3, despite being extremely weak for new to average players, he was excessively strong when played well, to the extent we felt we had to limit his best case scenarios. We'll now look at where we can add power that benefits both new and experienced players, potentially starting with restoring the damage cut from his Q back in 5.14.

Ryze, to me, has felt extremely clunky since his last rework with his unsteady cooldown reduction and alternating rotations, and it seems like this change would make things feel even worse as every time Ryze gets going he then comes to an abrupt stop at the end of his passive proc.
Has Riot considered a 'cast buffer' window for Ryze similar to what you just did for Alistar's combo to help ease the impact of players with poor APM or ping? I think that would also go a long way towards mellowing out his lows in addition to just making him feel better to play.

I play ryze a lot on multiple accounts and I always notice 90% of the time Noone builds any form of magic resis and the vary few that do give me the most trouble.
So many people rush sunfire or hydra first top lane and wonder why ryze eats them alive.
I've even gone against my ryze many times and my favorite champion is maokai. Sustain, cc and damage reduction. It screws ryze's combo and damage output.

Even after these recent nerfs I am still wrecking People, they just need to adapt better vs ryze.
