Legit all she does is uses Q onto you to hit vitals with 20 mana cost and pushes you out of lane three times in 4 minutes while also being a late game champion.
You cannot lane properly because you are always moving away from your minion wave trying to reset her vital position so it is behind you.
She forces you to miss cs from level 1.
You dont need to reset her vital position, just position yourself accordignly. Yes, when it's infront of her, there's little you can do, but as far as i know Fiora doesnt get the same position of vital twice in a row, make sure your vital is as far as possible from her, if it's on top, be ontop of the lane (pyshically) and make sure your minion wave also makes her have a harder time reaching to you without also trading minion aggro, most fiora's (in my experience) are pretty easy to bait, they are very telegraphed, just walk in the direction of your vital.
Also, looking at your last game (which is probably the reason you made this post) you're playing Morde with

This is reason RIOT never view boards. 90% of your post is about losing lane.
Should have seen her in card game. Kill 4 enemies and win a game (literally, win condition) 🤣
She is overbuffed and riot loves her for some strange reason.
Because % max health true damage is a balanced stat.
If you want to stand there and just let her Q you to death then you have no right to complain about losing the lane. You lost the lane because you played badly not because Fiora is broken. Instead of being such an entitled child and running it down because you're less skilled than your opponent, you should have played Fiora yourself so you could learn her weaknesses. I mean if she is so broken, you should have no problem never losing a game ever again...right?
