I love her rework. At first i was a bt skeptical because it fel so much different and awkward but i adapted only to realize i hate her passive. It is stupid and it is only to compensate for her removal of a really good passive. Was her old passive op? Ehhh, not really, but it was very loaded. Now, it's just, no boots, extra movement speed. Which i could acquiesce with, if her movement speed wasn't already low as shit. She is imo, the epitome of positioning or die. She is immobile and can get destroyed in an instant. Her movement speed is what, 400 at lv 18? Syndra, one of the most immobile mages in game, has movement speed of 30 and she can easily pass 400 with boots.

TL'DR : Cass' passive is useless and just compensating half heartedly

Mmm, I think it's alright. The passive is geared more towards late game. Level 6 is like a T1 boots and Level 11 is a T2 (except Swift/Mob boots). Plus, her Q does give her some extra MS if it lands.

Her previous passive was an abomination and needed to die in a fiery death. It was horrible and it too entirely too long for her to be relevant.

I don't care if it was OP or not. It was just atrocious. It was one of the most un-fun mechanics in the game.

How? How in any way was it unfun? Lissandra passive is just a free cast every 18 seconds. How fun right?

Every 18 seconds, she gets a free spell as opposed to the farm fest that was Cassiopeia that gated every bit of her potential behind these absurd milestones instead of gating them by item creation. Because of the giant ball of state bonuses in that Aspect passive, Cassiopeia was saddled with horrendous ratios. Having a passive that deliberately operates to prevent you from becoming powerful until deep into the game is just awful if you do well, because no amount of good plays would have sped up that process when every other champ just had to build items. Lissandra's passive doesn't hinder her power spikes, and neither does Cassiopeia's new passive.

I think you're overlooking the fact that not being able to buy boots means she doesn't need to invest in boots at any point. This helps her invest gold into a sixth item which ultimately grants her more strength and utility.

The biggest drawback I see is really that she is now unable to benefit from the magic penetration that she could gain from Sorc Shoes

Well, there is Liandry's, Abyssal, and Void Staff for that 6th slot. I wonder if she would be broken if they added like +1 M.Pen per level on top of the MS passive?

Lich Bane is probably one of the worst items you can buy on Cass that actually gives AP.

By stopping to auto you are actually losing DPS.

But if you consider the item slot that you are not wasting with boots, there is a 2100 gold difference between Tier 2 boots. Cassiopeia's base movement speed before her rework was 335. Tier 2 Sorc Shoes granted +45 movement speed, giving her a total of 380 movement speed. With +7% movement speed Cassiopeia exceeds 380 movement speed by level 7 with growth. You are missing out on the +15 magic pen, which has a gold value of 450 gold, but you make up for it with 80 Ability power (1740 gold), 250 mana (350 gold), and 10% CDR (266.67 gold). Even if you never use the spellblade effect, I believe Lich Bane still puts you out well ahead of Sorc Shoes.
