This does not only make lane bullies ( except Riven ) really bad nowadays, it also makes champions with only good early games to fall off easily, because you can just TP back, your lane is pushed to your side, and if you freeze, the enemy top laner is easy as hell to gank

I prefer them on early game bullies. You have to understand the early game bullying is a high risk/reward strategy. Like, Darius, if you land your kill early, your laner is very very screwed and you will become a monster pretty quickly.
With someone like Irelia, I feel like teleport is way better because she won't go too crazy with an early advantage and she doesn't have enough early burst so that exhaust or ignite would lead to a kill. Teleport lets her do a surprise gank on bot for massive kill/gold lead.
