Create TWO parallel ranked queues - one for toxic players

So basically, people with (too) many (validated) reports get placed in a 2nd queue to be matched with each other.

The current system of forcing them into normal games doesn't help, it just punishes normal players who want to enjoy the game.

Mixing toxic players to toxic players leads to 3 things: a.) longer waiting times for them (punishment) b.) more enjoyable games for nice players (goal) c.) they possibly feel like they don't to play that kind of people and improve their behavior (incentive)

This is a "prisoner's island" strategy. Not only does it require a 100% confidence in your identification method (imagine an 'innocent' trapped there), but it also does very very little to solve the actual problem, as none of the players will then improve their behavior and instead more than likely degrade further. Riot has stated numerous times that they are more interested in reformation and awareness than looming punishment. With a free game that has very little barrier of entry (and re-entry for alternate accounts), that's an inevitable priority.
