I've recently started playing jarvan again and wondered how strong is he? I love the fact he can fill three important things your team may need in one champ, diver, assassin, or tank. and this type of design is what riot should aim for imo but I digress
so far the issue I've seen with him is his lack of sustain in the jungle, other than that his kit seems like its naturally built for the jungle kind of like elise's but on a smaller level.

I don't seem him played much at all, these days.
He is actually still pretty strong, just not the same as last time. By no means top tier but still decent
IMO top j4 is probably still the safest. can either build full ad assassin style 
or go tanky with
. Assassin J4 works midlane too to some extent
These days, AD jgl J4 is kinda crap due to his clear.
Try starting 
and adding his E till lvl 6. after that max W>E>Q.
Build full tank sort of like a support with 
being one of them. His new W is really stupid with it and stoneborn pact too.
Full tank support J4 is also pretty good now that the new W scales off % max health and stoneborn pact + bot lane constantly having atleast 2 people to proc it off. Support J4 Is probably one of my favorite niche pick. tanky, armor shred, AS buff and a nice ult to trap people away from your ADC.
