Let's be honest, Urgot is stupid looking and probably hard to think of a cool skin for. The guy is a ballsack on metal legs.

Creator Viktor is also super hard to top. Kinda like how Rumble will likely never get a skin better than SGR.

He got one last year though. Since his release, he's gotten over a skin a year. As far as I know (I didn't count I guess), but they don't release over 100 skins a year so Teemo gets far more than normal amount of skins.
