currently : It's because his wall is coded as a minion, so anything that allows you to walk through minions allows you to walk through his ult.

This includes any ADCs that buy Phantom Dancer.

azir like: enemies cant pass that so called impassable terrain and allies cant even pass through cataclysm walls anyways

I don't know about phantom dancer, but small dashes do allow for some nice counter play to j4's click and place death trap. Making these abilities useless against him would be a rather unhealthy change.
