Win rate doesn't mean that much. I remember for a while Zyra had the highest win rate even though she was really bad. And you know why? She was only used in rare cases as a counterpick where she was very effective against the opposition.

Urgot has the 13th lowest win rate in normals and the 3rd in ranked. I think it has more to do with the fact that people think Urgot is a troll pick and more people pick him in ranked to piss their teammates off than people who actually play Urgot. There's also the fact that people still insist on playing him bot as a squishy adc when his best lane seems to be mid as an armor pen bruiser. Elise and Syndra currently hold the lowest spots in both normals and ranked but I bet many people would say that they're better off than urgot. Win rate doesn't mean that much
