How to keep decent CS as ap assassins?

Whenever I play a champion like LeBlanc or Fizz, I'll usually get pretty good farm in the lane phase, but then I get barely any later on as the ADC and top lane take all of it. How can I maintain at least decent farm when this happens?

Split push on fizz. you should be doing it anyways. I used to see this a lot on mid laners in lower elo, plat 3 and below, adcs as well. Basically, you got to train yourself to get out of mid, quit running it down every game. Its a different thing to just push to river on say orianna, but, with these mobile mid laners like leblanc, ahri, fizz, corki, ekko, and such go use it to pressure lanes. Your top laner won't say it but, it will help a lot to setup picks, taking soft towers, generally running them around the map. That will help you snowball, and snowball harder than you previously did. It can take a bit to get used to split pushing on a mid laner, so ya, you will get caught a lot. Keep at it though and things will start to make sense, then, it will be pretty rare at that point getting caught, or when you wanna get caught for a 2v1 fight attempt and such. You will figure it out with practice and some other things like trading your life for say a tower and a kill, usually worth.

as a fizz main, if you wanna clear a wave or at least splitpush instantly you just ult the wave (if massive of course) only if you cant afford to be seen by the enemy. then you proceed to next lane and E it. you should be set at that point killing any jungle monster in your way. thats how you keep up your team effort to push their unguarded towers.

you go to an empty lane any time you leave the base, push the wave till you cross the river or until you stop feeling safe, and then go rendezvous with the lads. alternatively start split pushing.

are there no minion waves on your side of the map? did your team farm all the minions? take some jungle camps, 1, maybe 2, it will tide you over till you can find the next wave/s.
