@Meddler Will Executioner's Calling ever be looked into?

I feel the item is too good for what it's worth. 800g, 15 attack damage and reducing healing received by 40% over 3s just feels too much.

Is there no chance it can apply stacks of Grievous Wounds, 10% per stack, capping at 4 stacks? Either that or it applies Grievous Wounds (40%) for 1s. 3 seconds is a long time, especially in laning phase and early game, not to mention how easily you can apply it by simply auto attacking or inflicting any kind of physical damage (giving certain champions insanely easier time applying Grievous Wounds over others ie Twitch).

Morellonomicon inflicts Grievous Wounds for a whopping 8s, but it's a conditional application. You can only apply it on targets below 35%, whereas Executioner's Calling applies Grievous Wounds no matter what. It feels unfair to play against, especially when players rush it against a Soraka in laning phase, automatically shutting down Soraka in the long haul until she can attempt to keep up with its heal reduction along with other champions (Swain, Mundo, etc).
