Unfortunately that's wrong.
The '5% of the time' claim just means that 95% of the time you get stuck in a 4-man premade, the solo queuer on the other team will also be forced to play with a 4-man premade.

It's not just that, the higher bracket you are the more likely you are to run into Organized 5-man teams.
I'm Diamond so it is unfortunately fairly common... I hate this new system.
