Riot have stated in a post that for preseason, borders from 2018 rank will show, and will be removed for the 2019 season where this change is implemented, there is just an issue with the season rewards at the moment, and when it says you get them, they don't all appear on the account, it could take some time for riot to fix this issue, so just give it some time and the diamond border should appear on the account.
