Why is Garen resourceless?

I'm not sure what kind of answer you are looking for... why is Katarina resourceless? Why is RIven resourceless? It's just how Riot made the champion.

Kat is resourceless because her whole kit is based on resets. If she had mana, it'd defeat the purpose.

Garen is Riots "easy" champion.

No skillshots No resources Easy Stat gains Forgiving passive (lets him stay in lane longer where others choose to back)

All you have to know is that you charge forward and hit stuff.

Those work against him though. His easiness is what makes him easy to counter. His binary nature is what gates his potential.

I don't even need him to have high mana costs. I don't care if he can spam just as often as he does now, I just want a bar that shows there is at least a tiny bit of decision making to it and not just "Is my Q off cooldown?"

He'd still be mindnumbingly easy with mana.

Maybe Riot's idea was for him to be able to stay in lane forever, reducing damage taken with Q and W and recovering with passive, without having to worry about resource management.

Most older/veteran players can tell you. When Garen was released, the game was substantially different. He was one of the first "No cost" gimmick champions. Besides Trynd, In many ways Garen was the prototype for testing out champions like this. He was also significantly easy to play (Still is), so he was a good way for people to get a grasp of champion mechanics pre-30. I had some of my best times in season 1 camping bot bush with a Xin Zhao and just recking the spin to win with sunfire capes. Simple days ;-;
