Nerf vlad already riot
Riot just cant learn how to balance ryze or vlad, now vlad is broken again and will need nerfs into the 40% win rate tier because of unbalanceable kit (same with ryze).

The problem is that executioners is a very bad early game/lane item, and by the time you can actually build it vlad has already went off and it doesnt really do anything about him debuffing your whole team with damage amp.
Basically his ult is far too strong, aoe nuke, damage amp and the huge healing on a single spell.
