Its pretty clear that the current state of the game is because Riot are trying very hard to appeal to the Asian markets. However there is a massive culture shift in that market and the western market which means they are suffering in the western market at the moment. The eastern market is about;

  • Micromanagement
  • Mechanical Management
  • Fast games

These concepts simply do not sit well in a mainly western game (League IS a western game, it was created in the United States and Riot is based in America). They are simply betraying the loyal playerbase they have built up to appeal to a more eastern, collectivist society who do not believe in the same ideals of individuality that we do. China and Korea are mainly collectivist societies where individual expression is oppressed (Although Korea has become more liberal over time and adopted more western ideals, for example K-Pop) but they are still politically collectivist.

Put simply there is a clash of culture and Riot cannot please one side without upsetting the other (currently the western side of the game is suffering with this push to eastern markets).

My solution would be to split Riot into two companies (Riot America and Riot Korea) and have two different versions of the game. One for western audiences that keeps the slower pace games that we all want to see come back, with lower damage and better turrets etc and the Eastern Version which has league as it is now. That way Riot can have the BEST of both worlds without annoying any of their playerbases.

This currently is the WORST of both worlds because both sides are not getting 100% of what they want and Riot refuse to admit the differences in culture

Doesn't korea prefer the slow macrobased metagame? Now that I think about it, are you sure this is actually intentional to please anyone and not just riot being incompetent? Wukong is extremely popular in china which completely goes against the concepts from the new champions and seasons. Would be a huge waste of resources to split the community into two just to find out that both communities actually wanted the same thing and it was riot being incompetent all along.

BTW Koreans were the ones to benefit the most from macro plays and slow metas. But w/e

Riot caved to their Eastern Overlords back in 2010 when they bowed to Tencent. You can track the downfall of LoL from about that point, because it was where a lot of the community interaction dropped, lore teams got downsized, fun decreased, 975 free win for a week champs released every 2-3 weeks, and the game just snowballed into the ESports mainstream on the tail ends of streamers playing one-tricks and pubstomping.

Riot also abandoned their original mission statements with regards to champion design and gameplay mechanics, literally stabbing whatever guidelines they had set in the back in favor of "make anime champions and flashy abilities, test none of it, sell it top dollar, nerf it in two weeks."
